Economic Development for a Growing Economy (EDGE)


EDGE provides annual tax credits against Illinois income tax liabilities based on job creation and capital investment. The credit may equal up to 50% of state income taxes withheld from salaries for newly-created full-time jobs for up to 10 years. A credit of 75% for new jobs and 25% for retained jobs is available for projects in underserved areas.

Enterprise Zone Designation


Enterprise Zone Designation provides 1) Investment tax credit of 0.005% of total capital expenditures for new development or expansion projects. 2) Sales tax exemption of at least 6.25% for building materials purchased and used in conjunction with facility renovation or development. 3) Other benefits based on job creation and capital investment.

Workforce Training Tax Credits and Grants


Workforce training tax credits and grants include an apprenticeship education expense tax credit, an on-the-job training grant and an incumbent worker training grant. Hiring assistance, including customized recruitment, screening and on-site hiring events, is available to help you find the right people for your team.

For AZ Polymers, an advanced manufacturer of high-quality plastic substrates, was exploring site opportunities in the region. Lake County Partners coordinated the project and worked with the UIRVDA (Upper Illinois River Valley Development Authority) to issue an Enterprise Zone grant, with the Village of Gurnee to expedite the process, and with workforce partners to connect the company directly with talent - all before groundbreaking.

In 2021, AZ Polymers joined state and local officials in breaking ground and celebrating plans to develop a new headquarters and manufacturing and distribution hub in Gurnee, Illinois. The company acquired 4.8 acres in Tri-State Corporate Park and is on track to grow its operations over the next four years as it adds additional production lines. The project created an initial 25 new jobs, with operations beginning this year.
